Nolan-MIngWelcome to the City of McMinnville! Our staff includes approximately 150 full-time employees, and up to 85 part-time/seasonal employees,  dedicated to providing city services in the most efficient and effective manner to the community and visitors across 9 departments. We operate under a General Law Mayor-Aldermanic form of government and the Board of Mayor and Aldermen have appointed a City Administrator by ordinance to prepare the budget, hire and fire employees, and see that all city laws and ordinances are enforced. This means that the City Administrator is the Chief Executive Officer of the City and is responsible for the overall management of its operations. The City Administrator works in close partnership with the Mayor and Aldermen who are responsible for setting the policy direction for the City organization. Nolan Ming was appointed the City Administrator in May of 2019. Prior to his current role, Nolan served as the Community Development Director for the City of McMinnville, and Building & Environmental Codes Director for Warren County, TN. He is actively involved in Breakfast Rotary, and a member of the International City/County Management Association (ICMA), the Tennessee City/County Management Association (TCMA), and Engaging Local Government Leaders (ELGL). He graduated from Central Michigan University with a B.S. in Public Administration & Community Development and is expected to graduate with a Master of Public Administration degree from Northern Illinois University in 2023. He is married to Melissa, and they have five daughters.
