Administration/General  

This Week

  • I (Nolan Ming) served ‘mocktails’ which are non-alcoholic beer and spirits at City Hall as we hosted the Warren County High School Art exhibit for the annual Sip ‘N’ Saveur event last Saturday (9/24). A fun time was had by all!
  • Board of Mayor & Aldermen and committee meetings held on Tuesday 9/27/22.
  • Staff meeting held on Wednesday 9/28/22.
  • Met with Dr. Swallows, WCMS Principal Rice, Frank Southard (Public Works Director), and the school’s architect and engineer to discuss their sidewalk and entrance project and to understand ways that the City will need to be involved.
  • Met with Water & Sewer Director Ricky Morton, Public Works Director Frank Southard, and Water Maintenance Supervisor Heath Collins to coordinate and plan water projects with upcoming paving projects.
  • Met with the City’s investment portfolio manager to discuss several ideas for improving our portfolio.
  • Worked with Public Works and Animal Control on a report for the Weekly Wrap Up.
  • Worked with the Fire Department on the next steps for purchasing the new fire truck.
  • Met with Joe Harvey and Scotty Lawson to address some of the sound issues that we’re having in the Board Room during the Board meetings.
  • Met with the auditors to answer any questions or concerns that they had.
  • Coordinated with City Attorney Pirtle and HR/Risk Management Director Libby Rutledge on tying up loose ends as we near completion of the sale of the Blue Building.
  • Continued working on closeout of the Milner Center project contract.

Next Week

  • I will be meeting again with the Fire Department to continue to gather information to move the purchase of the Fire truck forward.

  • I will be out of the office Thursday 10/6, and Friday 10/7.

Finance

  • 2022 Property Tax notices will be delivered to property owners & hitting mailboxes soon.
    • Property taxes for 2022 are payable beginning Monday, Oct. 3rd in person at City Hall, 101 E. Main Street 1st Floor, by phone at (931) 473-1200 or by mail to PO Box 7088, McMinnville, TN 37111.  
    • Please call us with any questions regarding your property taxes or payment.
  • Financial Report for General Fund as of August 31st (16.7% of FY Complete)
    • Expenditures: 16.0% ($2,215,444 actual/$13,873,953 budgeted)
    • Revenue: 9.9% ($1,590,678 actual/$16,030,711 budgeted)

  • The City of McMinnville received recognition & a certificate from the Office of the Comptroller of the Treasury, Comptroller Jason E. Mumpower, for the timely adoption of the FY 2022/2023 Budget for the first time!
    • The certificate was awarded based upon the following criteria:
      • Budget adopted on or before the (prior) fiscal year-end;
      • Budget filed with the Comptroller's office within 15 days of adoption;
      • No issues of concern were raised during the Comptroller's review of the budget; and
      • We are not currently under the oversight of the Water & Wastewater Financing Board, or Utility Management Review Board.
  • Denning & Cantrell CPA's, the City's Independent Auditor, was onsite this week working on the FY 2022 audit. This is due & reported to the comptroller by December 31, 2022 & the audit will be posted by the TN Comptroller upon completion & approval. To view prior year audits, please click here.

Fire

  • 31 medical calls

  • Clint Walker and Robert Bess attended Water Rescue Class 2
  • Dylan Blair, Grant Seaborn, and Colby Pearsall went to TFACA for their 3 weeks of officer class
  • We helped with the Yellow Dot Program on Tuesday night

Parks & Recreation  

  • Admissions:
    • September 18th – 24th we had 242 in paid admissions and 536 swipes.
  • Middle TN Nursery Show Thursday, September 29th and Friday, September 30th
  • Reservations at Farmers Market and Riverfront
  • Soccer games at Pistole Park on Saturday, October 1st
  • Fall baseball/softball games at the complex Thursday, September 29th
  • Stage set up on the lot for Friday, September 30th for homecoming
  • Car show at Farmers Market Saturday, October 1st  

Public Works  

  • Dugout, formed, and poured 195 feet of sidewalk on Villa St.
  • Tore forms off and finished all the sidewalk on Villa St. and going to Warren St. next
  • Patch numerous potholes around town
  • Dug 500 foot of ditch on Mullican St.
  • Hauled 6 loads of rock to Pistole Park for the parking lot
  • Bushhogged the landfilled
  • Mowed the ROW around town
  • Take barricades downtown to close the roads off for the pep rally of Friday and the Autumn Street Fair on Saturday
  • Calls for Animal Control we had 12) at large calls, 3) barking calls, 2) cruelty calls, and 4) 911 dispatcher calls
  • We have 13 dogs in the shelter 4 in foster homes
  • We have had 2 dogs adopted and 1 ready for transport to Florida
  • 3 dogs are being held for cruelty cases
  • Followed up on active cruelty cases
  • Cleaned pins and feed/watered the dogs in the shelter

Water & Wastewater

  • Multiple service calls
  • Several 811 Locates
  • Checked all pump stations( water and sewer)
  • Service work on sewer TV trailer
  • Worked on 6” line replacement on West End Ave between Clark Blvd and Anderson Street
  • Replaced ¾ “ water service on Oriole Dr.
  • Worked on a few leaking fire hydrants
  • Pressure tested a filled New West End Line
  • Swept West End and patched driveways with crusher run
  • Pulled and replaced E-1 pump at Indian Mound pump station
  • Checked for a water leak on Griffith Lane
  • Met to coordinate any water line/paving projects
  • Portland Utilities finished the road patches on the Sewer rehab ( CDBG project) on Moss Drive, Beta, Lagoon and Old Viola Rd. We will do a walk thru and prepare a punch list next week.

Stormwater/GIS

This Week

  • Construction Strom Water Inspections conducted
  • Highway Safety Analysis Certification Passed
    • Evaluating crash data, identifying high crash locations and countermeasures, and creating/reading collision and condition diagrams for all roads.
  • Submitted MS4 Annual Report to TDEC
  • Begun plan review for Storage Facility along Hobson Street and Mullican Street (compile comments)
  • Updated Zoning Map, Storm Water Map and began creating topographical map for a citizen.
  • Received 3 complaints related to land disturbing activities with subsequent inspections conducted
  • Met with UT engineering students and mentors to discuss preliminary grading plan for Bobby Ray Wetland Area

Next Week

  • Continued plan review for Storage Facility along Hobson and Mullican Street (Send comments to engineer)
  • Begin plan review for Storage Facility along Smithville Highway
  • Create map of City Roads, State Roads and County Roads and Continue updating Storm Water Map
  • Continue working on School District Map to be more user friendly and increase accuracy.

Police

  • 507 Calls for service were responded to this week
  • Congratulations goes out to Tristan Shirley who graduated the Police Academy this week
  • Chief Nichole Mosley attended the Tennessee Association of Chiefs of Police Events this week
  • Chief Mosley was excited to lead the Homecoming Parade. Many department personnel were on hand to assist with traffic control and other additional safety measures. Go Pioneers!

Community Development

  • Congratulations to Irson Horton for becoming certified by the ICC in property maintenance by passing his ICC exam
  • Thank you luncheon for David Marttala [David served on the City’s Planning Commission (PC) and Board of Zoning Appeals (BZA) for 20 plus years]
  • Second and final reading Board of Mayor and Alderman (BOMA) approval for rezoning on Hillside Lane and zoning ordinance text amendment to provide additional redevelopment options for old church buildings
  • First reading completed for update to the 2018 ICC Building and Property Maintenance codes with local amendments
  • Presentation of Planned Unit Development District amendments to Planning Commission which was recommended to BOMA
  • BZA meeting where a sign variance and a special exception to build a multi-family residential development were both approved
  • Received and reviewed preliminary plans for interior demolition and reconfiguration of Blue Building
  • Initial review of applications for open Permit Technician position
  • Reviewed four business licenses for zoning compliance
  • Issued one sign permit and 17 yard sale permits
